Jakarta – Drug addicts and Drug abuse victims being prosecuted, are not transferred to Correctional Institutions (Lapas) or Detention Centers (RUTAN) any more. They are now given Standardized Rehabilitation Care at Rehabilitation Centers. This regulation came into effect upon the Rehabilitation of Drug Addicts and Drug Abuse Victims in Under Prosecution Pilot Project to Rehabilitation Institutions in 16 Cities/Districts being officially announced by the Minister of Law and Human Rights, Amir Syamsudin.

The Minister, Amir Syamsudin declared the inauguration of the Pilot Project accompanied by the Head of the National Narcotics Agency (BNN),  the Vice Chairman of the Supreme Court (MA), the Junior Attorney General for Common Crime (Jampidum), the Head of the National Police Crime Detective Agency (Bareskrim Polri), the Vice Minister of Health, and the Director General of Rehabilitation at the Social Affairs Ministry, and was witnessed by the Coordinating Minister for  People’s Welfare, Agung Laksono in the Graha Pengayoman, the Secretariate General of the Ministry of Law and Human Rights, in Jakarta on Tuesday (26/08/2014).

The inauguration was the first step in the implementation of the Joint Regulation on 11th March 2014 before the Vice President of Indonesia. “These are our own commitments and responsibilities to realize optimal coordination and cooperation in ending drug problems, in order to reduce drug users and drug addicts,” the minister said in his speech.

The abuse and illicit trafficking of drugs, the Menkumham continued, has reached alarming levels. "In the first half of 2013, the number of drug users reached 4 million people, and at the end of 2015 it is expected to reach 5.8 million people, according to the BNN survey conducted in cooperation with Puslitkes UI (the Center for Health Research, University of Indonesia)," said Amir Syamsudin.

Furthermore the Minister explained, the 16 districts/cities in 13 provinces were selected based on the readiness of the infrastructure, or whether rehabilitation centers are available in the cities. "Hopefully, in the future, the number of Government Rehabilitation Institutes will increase and be able to serve according to the established rehabilitation care standards. At least one province will be provided one Rehabilitation Institution that meets the standards, "said the Minister.

Meanwhile, the Head of BNN, Anang Iskandar expects drug users to report voluntarily to rehabilitate themselves, if not their families will insist that they report. "If there are still hiding users, we will just apprehend them and prosecute them under the applicable law," said Anang Iskandar during a press conference in the lobby of the Secretariat General, of the Ministry of Law and Human Rights.

Anang Iskandar explained that the assessment team consists of the BNN, National Police, Judges, Prosecutors, the Ministry of Health, and the Ministry of Social Affairs, who will issue recommendations on drug users. "Is it only a user or also a dealer? If it’s only a user, the punishment is rehabilitation," added Anang Iskandar.

The 13 districts/cities which were chosen  are Batam, East Jakarta, South Jakarta, Bogor, South Tangerang City, Semarang, Surabaya, Makassar, Maros district, Samarinda, Balikpapan, Padang, Sleman District, Pontianak, Banjar Baru, and Mataram.
