Jakarta - Minister of Law and Human Rights (Menkumham), Yasonna H. Laoly with the Indonesian National Armed Forces (TNI), General Moeldoko, signed a Memorandum of Understanding on correctional issue. The purpose of the MoU is to strengthen the security in Corrections, the assistance of inmates (WBP), the improvement of correctional officers’ skills, mental abilities, and the training of discipline of inmates.
"Through this cooperation I hope we can complement, supplement and strengthen each other in order to reach the optimization of tasks and correctional functions," said Yasonna H. Laoly in his speech at the signing of the Memorandum of Understanding on Implementation of the tasks and functions of Corrections in the Hall of the Main Building of TNI Headquarters (Mabes TNI) Cilangkap, Jakarta, Thursday (2/4/2015).
The Minister appreciated highly, considering the cooperation made are crucial activities and programs in implementing of the tasks and functions of corrections as well as correctional officers’ skills improvement. With the supports of the military in strengthening Human Resources (HR), infrastructures and equipments, the Corrections is expected to carry out correctional duties and functions and to give contribution to the security and order in society. "The TNI has strong human resources, we require in Lapas (Correctional Institution)," Laoly added.
At the same occasion, the TNI Commander stressed to all organizational units in the ranks of the military to implement this memorandum immediately in form of a technical cooperation agreement. "Lapas which are located in areas of Sumatera, would be reassigned soldiers in Sumatra also, to keep them close to home, and certainly close to their family. We prepare our soldiers at any time. The Minister requests 220 personnel that we will prepare," Moeldoko added.
The Directorate General of Corrections is one of Echelon I units under the Ministry of Law and Human Rights, in charge of Correctional Institutions (Lapas), Detention Centers (RUTAN), Penitentiary Centers (Bapas), and Home Storages of State Confiscated Objects and Goods (Rupbasan) throughout Indonesia. With the huge responsibility and the shortage on quantity and quality of human resources, the ministry and the TNI can collaborate in powers by complementing and enhancing of correctional tasks and functions implementation.
Also present at the event, Chief of Staff of the Army, Chief of Staff of Navy, Chief of Staff of Air Force, Chief of TNI General Staff, Inspector General of TNI, TNI Commander Expert Staff Coordinator, the Assistants of TNI Commander, the Special Officer of the Military Police, Director General of Corrections and Board of Middle Ranking Officials of the Ministry.
